Leave it to the government to find the (arguably) least efficient and (without a doubt) most frustrating web development platform available.
On the contrary, as I’ve stated in the past, if you’re an enterprise building out a web platform, SharePoint is a pretty good base to start from.

While there are certainly some initial pain points if you don’t have people with the right experience, once you develop an understanding of the platform, SharePoint is a pretty solid foundation to build custom applications from (as you can see from Recovery.gov, it’s also very flexible).
